Background

Article 12. Delegates to the Green Party of the United States (excerpts) 

Section 12-1 Purpose 

The Green Party of California (GPCA) is affiliated with the Green Party of the United States (GPUS). No decision of the GPUS is binding upon the GPCA without its consent. The GPCA selects delegates who are voting members of the GPUS National Committee (GPUS NC). These delegates are authorized by the GPCA and recognized by the GPUS to cast the full number of votes allocated to the GPCA to represent GPCA positions on matters before the GPUS. 

Section 12-2 Number, Eligibility and Alternates The number of delegates is established by the GPUS and each may cast one vote. Any member of the GPCA as defined in 3-1.3 is eligible to be a delegate to the GPUS. Alternates may be elected equal in number to the number of delegates.

Section 12-3 Responsibilities and Expectations

12-3.1 Representing GPCA to the GPUS GPCA delegates shall take part in the discussion and votes upon proposals before the GPUS NC. Votes shall be submitted to the process established by the GPUS. Delegates shall participate in monthly teleconferences and are encouraged to attend delegation meetings at GPCA General Assemblies and in person meetings of the GPUS NC They are encouraged to serve on GPUS committees. Alternate delegates are encouraged to participate in the same activities as delegates and vote according to the delegation’s procedures for alternates. 

12-3.2 Serving the GPCA General Assembly 

a) GPCA delegates, individually and collectively, serve at the pleasure of and are responsible to the GPCA General Assembly (GA). Delegates are authorized to represent the GPCA as best they can and cast votes as they think represent the interests of the GPCA and GPUS. As a whole, the delegation shall make a good faith effort to collectively discuss GPUS matters before voting.

b) The GA may bind the delegation to represent a particular position . When bound in this manner, the delegation shall modify its positions to reflect this intent. Between General Assemblies the delegation shall report to the GPCA Coordinating Committee (CC) and the CC may bind it on behalf of the GA. If it does so, the CC shall report upon its actions to the next GA. 

Section 12-4. Elections 

12-4.1 Regular Elections 

At each GA, delegates and alternates shall be elected for two-year terms. Elections shall be by 7-1.8 Choice Voting. The delegation may recommend candidates to the GA. Recommendations shall be made with attention to gender, ethnic, and geographic balance.

Section 7-6. Online Voting

7-6.1. General Assembly delegates, throughout their year of service, shall be called upon from time to time to vote on decision items as described in 7-2, 7-3, and 7-4 between in-person General Assemblies, and as such shall constitute the Standing General Assembly (SGA). Decision items shall be placed before the SGA by the Coordinating Committee, and such votes shall be administered by Voting Administrators, according to procedures as set forth in these Bylaws and the Information Technology Protocol.

7-6.2 Discussion and Voting Period

7-6.2(a) The discussion period for Proposals and Elections shall be six weeks, beginning on a Monday at 12:01 am and ending on a Sunday at 11:59pm. The discussion period for Coordinating Committee and GPUS Delegation elections shall begin on the first Monday of May.

7-6.2(b) The purpose of the discussion period is to provide an opportunity to utilize the consensus-seeking process in 7-5 within the context of utilizing electronic means, teleconferences and other methods of communication other than an in-person General Assembly.

7-6.2(c) Proposals may be amended at any time during the discussion period by the proposal's sponsor(s), except that the final amended version must be placed before the Standing General Assembly no later than on a Monday at 12:01 am preceding the end of the discussion period.

7-6.2(d) The voting period for Proposals and Elections shall commence immediately at the close of the discussion period, and shall be for one week beginning on a Monday at 12:01 am and ending on a Sunday at 11:59pm.

7-6.3 Quorum. A quorum has been reached when the number of votes cast is equal to a majority of delegate seats appointed under 7-1.2, together with a majority of all active County Organizations having cast at least one vote. In such cases, abstentions count as a vote cast.

I'm very interested in being a member of the GP US delegation from Cali. I've been a green party member now going on 4 years, and have served on the GPCA IT committee for over a year. I'm involved heavily in the Los Angeles greens, and although not a member of the LA County Council, work constantly on building support and registering people to vote green here in my home town of LA. I'm involved in a few different efforts but am willing to make this delegation one of my priorities if I'm elected for it.

I would like to serve as a Delegate to the Green Party US to work cooperatively with others in the National Committee in a positive productive manner to strengthen the Party. In the role of Delegate, I would feel accountable to the GPCA and would strive to thoughtfully represent the diverse California membership and cast my votes in the best interest of the GPCA and the GPUS. I envision the Green Party to be the effective electoral arm of movements for social, environmental, racial and economic justice.
I've been a Green Party member for 2 decades.  I've served as a member of the California Delegation to GPUS from 2007-2011, and from 2012 to the present. I attended the National Green Party Conventions in 2000, 2004, 2008, 2012 and 2016. I worked for Jill Stein's campaign as a California Co-Manager in the 2012 Primary Election and worked on signature drives to successfully place Jill Stein on the ballot in Alabama, Kentucky and Virginia for that Presidential Election.  I was the Campaign Manager for Medea Benjamin's candidacy for US Senate in 2000 and have volunteered on numerous Green Party campaigns. I've been elected to serve on County Councils in San Francisco (2002-2004) and Sonoma County (2009 to the present).

I have a degree in Political Science from the University of California San Diego. I have over 20 years of experience working for non-profits and organizations including CalPIRG, USD's Center for Public Interest Law, a Labor Council, and Global Exchange. Since 2013, I've worked in the profession of clean renewable energy. I'm currently a member of the Steering Committee of the Local Clean Energy Alliance.

My vision for serving as a Delegate is to represent the Greens of Yolo County and the State of California to grow our Party and help save the world.

I'm currently serving as the interim chair of the Green Party of Yolo County.  I'm also a Labor/Workforce Representative on the Yolo County Workforce Innovation Board.  I represent the Engineers and Scientists of California Local 20 (ESC) on the Sacramento Central Labor Council.

Before relocating to Yolo County, I served terms as both the Secretary of the Green Party of Humboldt County and the Treasurer.  In Humboldt, I also served on the Humboldt County Association Of Governments (HCAOG) Citizens Advisory Committee.

While studying Economics and Legal Studies as a National Hispanic and Regents scholar at the University of California Santa Cruz, I served on my college student government: the Committee of Eight.  In my agroecology lab class in 1990, I first learned of the Green Party and have been an advocate ever since.

I've enjoyed a lot training in listening skills over the years and I've been recognized professionally as an innovative problem solver.  My youngest child was born deaf and has also been diagnosed with ataxic cerebral palsy, so I have first-hand knowledge of the challenges facing California families with medical issues and special needs.

1) Please list any prior or current positions, related experience, and/or personal and professional skills within of the Green Party that you have, that apply to this position: I am applying for my eighth term as a delegate on this committee. I have been a Green Party member for two decades. I have served six-2 year terms as an elected county council member and have attended more than two dozen GPCA state meetings as a delegate from my county participating in various roles at state meetings.

I attended my first GPUS national meeting in Washington, DC in 2003 as an observer. I was a nominating convention delegate at the Milwaukee presidential convention in 2004 and that December ran as an alternate to the GPCA delegation and in May 2005 ran as a delegate. I attended annual meetings in Tulsa (2005) and Tucson (2006) and then was elected as the delegation co-chair. I was re-elected to the delegation in May 2007 and reelected as co-chair at our first state meeting after attending the national meeting in Philadelphia. I attended the 2008 Presidential Convention and Annual National meeting in Chicago and at that meeting, I was elected as one of the seven co-chairs of GPUS. I attended the ANM in Raleigh, North Carolina in 2009 and in Detroit in 2010.  I attended the 2011 meeting in Alfred NY and the 2012 Nominating Convention in Baltimore as well as the 2013 ANM in Iowa City, 2014 in St Paul and 2015 in St. Louis. In 2016 I attended the Presidential Convention in Houston. I've also served on the GPUS Accreditation Committee for the 2008, 2012 and 2016, 2020convention .

I am a member of the GPUS International Committee, have been an FPVA (Federation of the Green Parties of the Americas) delegate, am a member of the GPUS National Women’s Caucus, have served on the Finance Committee and on the Media Committee. For the past year, I have been cochair of the presidential campaign support committee.

In the spring of 2011, I was encouraged to run for an at-large seat for the GPCA Coordinating Committee, and shortly thereafter became the female co-co and was reelected to that position.  

2) Please list any prior or current positions, related experience, and/or personal and professional skills outside of the Green Party that you have, that apply to this position:  In the rest of my life, I retired from teaching in 2009; I'm a permaculture designer, political/social activist since the 70's, and co-creator of the San Mateo Ecovillage. I have been serving on the delegation for the last two years and would like to continue to help for another two years.

I first got involved in the Green Party of California in mid-2016, after moving here from the UK, where I was employed as a trade union organizer and led convoys to the Calais refugee camp in my spare time. I have been grateful for my time working with the Green Party to date - meeting many wonderful people and doing my bit to help the Green Party as we draw in more activists, activate more counties, swell out our skills and influence to greater and greater levels. Now that DemExit 2.0 has begun, we have an even stronger opportunity to grow the Green Party as a state and nationally.

I have worked extensively on growing the Green Party in California, having served on multiple committees and working groups, supporting candidates, and myself running as a write in candidate for Assembly District 4 where i came four votes shy of making top two. I continuously strive to identify and support new young people in the party, as I believe one of the hallmarks of effective organizing is constant talent scouting, mentoring, all in the hope of developing a culture where we replace ourselves, constantly bringing in fresh ideas and enabling us to scale further heights together.

I currently am on "sabbatical" back in the UK for a one year Masters Degree in Political Psychology, which is proving incredibly useful in its scope and offers many insights into how Greens organize more effectively. I'm still registered as a California Green, and given that the GPUS delegation is done remotely, its an area in which I can still be of help. I maintain close connections with California Greens and still feel confident being able to represent them as part of a wider delegation. I have also greatly appreciated being able to advise and support the national strategy and have worked extensively in the last year on the Lisa Savage for US Senate campaign in Maine, which is a winnable Ranked Choice Vote election and could absolutely turn the tide for us as a national party.

VISION:
From an environmental perspective, I aspire to create a society which strives for energy independence at the local level with the ability to connect and/or network at the State, Federal, and even Global level(s) when appropriate.I'd like to conduct project development on a Science based, regulatory process that implements thoughtful, effective and best practices as described in the "Green New Deal", which includes the engineering, maintenance and upgrade of any and all elements of our infrastructure. From a political and economic perspective, I am a proponent of a "middle (class) out" approach to our economy that puts the decision making process in the hands of those who do the actual, physical work (blue or white collar). Besides the aspect of sustainability, I believe that approach provides greater incentives pertaining to innovation and opportunities based on the merit  of one's actions rather than one that one which solely relies on resource capital and the potential for profit.

EXPERIENCE:
I'm currently sitting on the City Council in Trinidad, CA. I received a Bachelor's Degree in Environmental Science Management, with a focus on Policy & Planning at Humboldt State University (HSU) in 2019. For my required "for credit internship", I was President of Green Campus Club at HSU, which included attending environmental conferences and events throughout California. I established a Chapter (President) of the Roosevelt Institute Campus Network (policy club) while attending The College of the Redwoods (CR) in Eureka, CA, which also included conferences and events throughout California. I ultimately achieved an Associate's Degree in Liberal Arts & Behavioral Sciences at CR. I have participated several election cycles of door-to-door canvasing at the local level, and phone banking for national elections.

I have over 35 years over commercial and residential construction from coast to coast and have been in positions of authority for decades. I maintain a "blue collar" perspective regarding most issues that directly affect the planet and its inhabitants. I look forward to adding my knowledge, experience and never-ending desire to learn with that of other like-minded individuals in order to make the most informed and inclusive decisions as possible. I have been serving as a delegate to the National Committee (NC) of GPUS since 2014 and am applying to serve again. I have been serving as Co-coordinator of the delegation, along with Peggy Koteen since May 2017 and am now midway into my second term. In applying for continued membership in the delegation, I have two main goals. First, to represent the will of California Greens in the NC and help continue the growth of the Green Party of the US as a pro-peace, anti-war party fighting for social justice. Second, with the help of my co-coordinator and members of the delegation, continue the process of revitalizing and building the delegation by making it more relevant, transparent and streamlined. My work for the Green Party over the years at all levels, local, state, and national, has given me the knowledge and insight to achieve these goals.

I have been a member of the Sonoma County Council since 2012, a California delegate since 2014 and a member of the GPCA Coordinating Committee since 2015. I have attended a majority of General Assemblies since becoming active and have been one of the main GA organizers since 2016.

Dear Assembly Members,

My vision in working as a National Delegate of the Green Party is to help grow the Green party in terms of outreach, exposure and support.

I have worked for the past two decades as a human rights activist, campaign strategist and community organizer. I lived in Palestine from 2005-2007 where I developed my campaign and human rights experience, and in Egypt 2011-12 where I went to witness the revolution. I co-led the Middle East Peace Program for American Friends Service Committee, and work with many community groups and grassroots organizations including: Green Party of Alameda County, Peace Action West, International Solidarity Movement and Badil Resource and Refugee Rights Center, East Bay Alliance for a Sustainable Economy, Arab Resource and Organizing Center and more. Additionally, I served as a local Organizer for the Oakland Greens, and had a wonderful experience during that time and still enjoy working together when able.

As a local organizer in the Bay Area for over the past two decades I focused my work on Palestine, peace and anti-war/occupation/colonization and eventually began exploring and seeking ways to connect issues and intersections on the local, national and international levels. My first successful such effort was leading the Stop Urban Shield campaign which began in 2013, and was initiated through my work on the national level with the  War Resister's
League in NYC - which i recently resigned from after serving 7 years.

Currently my overall vision, is to help unite Left forces in the Bay Area and gradually build out reach to my international relationships and affiliations - towards a national, and eventually global General Strike, or as we've been calling it the People's Strike. The national call was recently put out by the folks at Cooperation Jackson and soon after those from Oakland/BayArea/CA state who answered the call, connected, convened to create the following May Day event, and also committed/nationally to following up with a series of monthly+ joint actions - towards a General Strike. I am including more details and information below for reference. Please don't hesitate to let me know if you have any questions, or would like more information.

Currently co-chair of GPUS delegation, for past 3 years. - Vote Nanny for our GPUS delegation nearly always for past 8 years -Registered Green since 1992, and very active in our local for a dozen years. -Member of our county's county council since at least 1998. -Attended nearly all the General Assemblies since I was elected as a CA delegate in May 2007. Prior to 2007, attended a handful of general assemblies since 1994. -Attend Platform Committee meetings at the Plenaries and give feedback on platform proposals. -Regularly participate in the monthly delegate phone teleconferences. -Participated in the 2008 Co-co meetings in Palo Alto & Fresno, though I am not an official co-coordinator. -Went to the Chicago National Convention where I represent "The Great State of California". It was very rewarding. -Participated at and enjoyed Annual National Meeting in 2009 in Durham, NC. -Worked on a number of GPUS revised platform planks in 2010. -Initiated and coordinated the production and distribution of "Cynthia McKinney for President Yard" signs among cities in CA, Washington D.C., Michigan, Ohio, and Minnesota. -Main organizer for most all of our events from 1994 - 2004 in San Luis Obispo, including our many fundraisers for local as well as for statewide candidates. At my home, I’ve hosted candidates for Governor- Dan Hamburg and Peter Camejo- and for President- Joel Kovel, David Cobb, Kent Mesplay-, plus setting up their interviews on local radio, public radio, and television .

Longtime activist. -Director of a grassroots non-profit organization beginning in 1992 in San Luis Obispo county. I organize letter writing campaigns, demonstrations, and our booth at Farmer's Market. As director, I am the spokesperson and have been on our local CBS and NBC affiliates dozens of times, as well as our local talk show radio many dozens of times.

3) Please describe your vision for serving as GPUS Delegate including addressing the job description for GPUS Delegate.
It is imperative that we manage to grow the Green Party with energy and endurance, as well as point out our magnificent differences to the public of our party in contrast to other so-called progressive parties.

I will actively take part in the GPUS Delegation. I would like to continue to be involved on the platform committee in CA and attend all plenaries and teleconferences as I am able.
A Green voter since I was eligible to vote, I am committed to the full political independence of the Green Party from the corporate-dominated parties and believe that we should run the strongest possible campaigns for every office. GPUS must embody our 10 key values in order to draw support for them. Likewise, if we hope to change the current political system, we must challenge it at its root. We must move beyond capitalism if we are to ever live in a world based on our values.

I strive to bring awareness and support of people, new and old, into the party. As I believe one of the most effective ways of organizing is bringing new members to the party in hopes of developing a culture where we have new voices constantly bringing in ideas and guiding us to reach heights we have not yet met. Together.

I want to serve on the GPUS Delegation because I believe California has a key role to play in helping guide and support the national movement. I believe my voice can help lead the greens into the future not seen by many these days. With your vote I can help make it easier for Green Party activists in California to be involved with the national party, and to help keep the party's links to my generation strong.

My current term as GPUS Alternate ends in June 2020 and I’d like to continue participating as a Delegate to represent California Greens and the GPCA at the GPUS. I think it is necessary to maintain California’s delegate numbers and demonstrate our desire to be engaged and involved in helping set national policy.

The vision I have for the Green Party is for us to grow into more than an electoral alternative. We need to take our rightful place as the moral imperative in our government. To reach this goal we need to engage all those who have been driven out of participating in our democracy, and effectively communicate our platform, potential and pride in being Greens, the party for, by, and of the people.

Prior experiences: I own a store in Oakland California, (Its Your Move Games), it is a community hub and the headquarters for the Oakland CA chapter of the Green Party, ( a subgroup of the Alameda County Green Party) . I have been a Green Party member since I have been able to vote, ( approximately 34 years ago). I have been an activist my entire life primarily working towards more equity for those most in need, racial equality, better public schools, a cleaner healthier environment and as a community builder.

I have worked with the Oakland Greens recently on several campaigns: including Don Macleay’s run for our local school board and Saied Karmootz run for our city’s mayoral campaign. I work with the Green Party on recruitment of new members and organizing local activism here in Oakland Ca.

Outside of the Green party, I am a small business owner, (for the past 8 years), and a mother,( for the past 13 years) and a student, (for the past 50 years).

As a business owner I am active with the business improvement district in promoting our commercial district and representing our residents for a safer, more inclusive, and friendlier atmosphere here in north Oakland. We primarily deal with items like better lightening, helping the homeless to get the resources they need, promoting festivals and marketing campaigns to encourage people to shop local and support their community.

As a mother I am very active in my daughters schooling. I support the public schools with a variety of fundraising events and am a very active participant in supporting the schools with my volunteer efforts. volunteering in all the career days and science fairs as well as supporting the teachers for better pay and working conditions.

As a student I have studied a variety of subjects including art, many fields of science, history, philosophy, politics and a variety of other subjects. I have no formal degrees but have many degrees worth of completed college classes.

My vision for the future of the Green Party: I would like to see a movement to bring more young people into politics. I feel that partly because of global warming and partly because of the divisive political climate it is the right time to maintain the high level of interest that I see in our young people by encouraging them to become more active. I believe the Green party is the place for these young individuals and I actively search out ways for them to become a part of our community, through scouting, earth day’s, marching for immigrants rights, women’s rights and a variety of causes.

I am surrounded by more experienced Green party members through the monthly meetings held in my shop and they have encouraged me to apply for this position.

I firmly believe in a multi party system and would be happy to support the Green party as an alternate delegate.

Terrance Tovar
Fresno County Green Party

I have been a Green for almost 15 years. Here in Fresno I have been doing what I can to support our local chapter. I take part in meetings and attend local events when possible.  I sponsor chapter's website and I donate to the party every month.  I am a State of California delegate.  I attend general assemblies when I am able and I was looking forward to attending the national conference this year.  I am also a member of the Presidential Campaign Support Committee.  During these ever more critical and sadly pandemic times I believe 100% that our party could be a major force in helping We the People deal with these issues.  I am also a big advocate for raising funds and supporting candidates.  To these ends I would like to serve as a delegate representing the State of California.  Thank you for your consideration.
